Now actually owning both the promo and a commercial pressing also with the 'Stereo' text the following is the position.

1. The wrong masters were ordered and not the 2 and 3 track stereo tapes!
2. The legal and art work dept's at Decca checked the paperwork from ABKCO and confirmed stereo masters were ordered
3 On that basis and that people knew what was required from the tape vaults, labels text were set up and then ordered from the printers promos and commercials
4. On finding out that the masters used by the cutting engineer were mono and not stereo when a further batch of pairs of commercial labels were ordered the stereo text was removed and replaced with correct info for the pressings 'Moino'
5. All pressings are 100% mono.

there are two label designs used upon the release
1st pressings have labels that state Stereo
2nd pressings have corrected labels that state Mono

(Guess the commercial silver or black stereo labels are rare and shoot the value up as collectors items)
The Black text on White label promo copies also retro dinked tri centres are in Stereo! As against the commercial which was pressed on mono. The original UK release via Cameo was on EMI-Columbia Plumb labels silver text. The reason Decca was able to re-issue this was because they had acquired the UK license for ABKCO ABKCO had acquired the bankrupted Cameo-Parkway masters etc etc.
